In another game, someone had a similar problem with a similar card: Plautilla Nelli allows him to buy two paintings at once with a discount of 3 goods, but he couldn't do it. Similarly, I guess the coding asks him to have the extra 3 goods first to then get refunded.
It will be fixed in the next release
