Weather pack tile - Overheat causing play to have to take 1 heat even if they didn't cross the corner line

The overheat weather pack tile states "If your Speed is higher than the Speed Limit when you cross this corner, the cost in Heat that you need to pay is increased by one". On the USA map with the weather pack tile on the first corner (7 speed corner) I moved from spot 20 pre corner to 4 pre corner using 4 wheel drive (4+[2]), Cooling System (6), 2, 4 and am forced to take 1 heat even though I did not cross the corner line. Move #45.
