Longer answer: there are a variety of rules used across federations and online websites for impasse: the 24 point rule, the 27 point rule, and some weirder ones (Shogi Wars and Lishogi used to have the "try rule", where the first to get their king on the opponent king's starting square would win).
The JSA rules (24 points) aren't suitable for online play, because they rely on etiquette and on professionals' ability to assess a situation. Because they require players to agree on a draw it could allow bad behavior online.
FESA and Japanese amateur rules (27 points) are good for preventing draws and such behavior, but can lead to very long games, since you need to bring almost all your pieces in the enemy camp.
Also, since the audience on BGA will mostly consist of casual players, I wanted not to require them to know such intricate rules to be able to end games.
The rule I adopted here is a middleground between JSA and FESA (but closer to JSA). You can draw the game if you have at least 24 points, or win if you have at least 31 points, but it's automatic instead of relying on agreements or declarations. The rules to trigger this automatic win or draw are more relaxed than FESA, you just need to not get checked for a few turns.
