official rules: `Lock token: The card can no longer be flipped or discarded.`
Also rules allows to steal cards with tokens (if only it is not a shield): `When a card with a token on it is moved, the token moves with the card.`
Moving VISIBLE card with lock token WITHOUT flipping to any player deck should be allowed. -
