Additional information :
- the Tile had two "-1 stones" penalties on it, that were taken into account by the game correctly.
- map "Rally 3 SS1" : the Tile is the lowest one to the right, with two 5 shortcuts on it

I would imagine this is the exceptional case rule kicking in, where you are allowed to enter a shortcut from a non-adjacent space if you would otherwise be unable to make any move at all.

That exceptional case rule should probably only kick in when you start a turn and cannot do anything, rather than be applicable in the middle of a turn.

For example, if we were to imagine a car blocking the inside space, and therefore entry into the shortcut, we're going to have to work out whether you're considered blocked from entering the corner and allowed to go into the shortcut, or if you have to end your turn on the outisde and wait to use the exceptional case rule next turn.

Same happened to me, game 598388701. Replay from 915.

I was able to join a shortcut from the opposite lane. Exact same shortcut as OP.

In addition:
Coast dice allowed me to share the same spot as another player. The player that was already present on the shortcut was in 5th gear.

JCB mentioned on boardgamegeek that you should be able to move from the outside lane into the shortcut only if the corner was speed 0. This corner is speed 0 on the inside and 1 on the outside, so it's still usable.

You should only be able to make this move if something stops you from taking the corner from the outside lane. Usually if the corner is reduced to 0, but a blocking car could also cause this situation. Players cannot freely move to the shortcut from the outside lane if there's nothing blocking their progress.

The exception was added in an update to reduce situations of players locking the game in an impassable state, but the exception is now being allowed at all times instead of only when it's the last option.
