You have 3 gems. You should always be able to take income any time you have <= 7 gems. What's the exact error message you're getting?
Bandus cannot take any action. He has more than 7 gems, and the game tells him that he has an available ship action, so income action is not allowed. But my ships are all exhausted, and he has already used a neutral ship. The game is stuck.
