"I compel" effects only apply to people who have as many or more of that icon than you. It's the opposite of "I demand".
Somehow we forgot to mention "I COMPEL" in the "How to Play" section though, so I just added this paragraph:
"Artifacts contain a special type of demand effect that starts with "I COMPEL". A player is vulnerable to compel effects only if they would be eligible to share your non-demand effects. Other than this difference, they behave exactly like demand effects."
I don't think it is visible immediately, but it should appear within a day or two.
