Kazushi's game was played with the Citizen's Arrest rule variant.
Kazushi was arrested by the character he had just killed, when the inspector then exonerated it.
This also just happened to me at table #30591243.
To me, it doesn't make any thematic sense for the corpse to stand up and make a citizen's arrest of an adjoining character. This variant is already skewed too much in favor of the inspector.

I confirm: in the "arrest with citizen" variant, dead agents should no longer have the ability to arrest.
