I can definitely confirm that there is a bug here. The military level that is displayed and used as a basis for determining which worlds you can settle is recorded in the database, and updated every time you settle or develop. It looks like you conquered Rebel Underground apparently without any issue, but I can't figure out what would have caused that database value to change after that. The temporary boosts from removing goods do not change this value.

Do you recall exactly when your military dropped to 1?

For now, I've deployed a new build with a DB update function that calls the function to recalculate players (which is called after every settle and develop action). Your military looks correct now.

That fixed it, thanks! (Obviously it would be nice to understand why the bug happened to prevent future instances of this bug).
